In June 2010, FRIENDS and partners submitted comments on the draft UPDES permit for the Perry/Willard Regional Wastewater Treatment Plant. After submitting the comments, a stakeholder process (supported by the Water Quality Board and DWQ) was initiated. A multi-year wetland study of the Willard Spur was proposed to determine the possible long term impacts of the discharge from the Treatment Plant. Provisions regarding this wetland study were then included in a revised UPDES permit.

FRIENDS recently submitted comments regarding the revised UPDES permit to ensure that the protections proposed by the stakeholders remain in place. Specifically, these included:

Phosphorus reduction and nitrogen removal
Protection of Willard Spur
Willard Spur Wetland Study
Disclosure of any changes to the intended discharge point
